Board Member Positions Defined
All board members provide assistance with core WEMCA events and fill in on other duties as assigned, when needed.
President
The President shall preside at all meetings of the association. He/she may call Special Meetings of the association whenever such meetings are deemed necessary and advisable or upon recommendation of a majority of the Executive Board. It shall be the responsibility of the President to see that the membership is informed of all activities of the association with periodic newsletters distributed to the members. It shall be the responsibility of the President to have a current copy of “Robert’s Rules of Order” (Newly Revised) and the association bylaws available at each meeting.
Vice President
The Vice President shall perform the duties of the President when the latter is absent or incapacitated and shall serve as Governmental Relations Officer and make arrangements for programs at scheduled General Membership meetings. He/she shall be the spokesman for governmental matters at the direction of the Executive Board. He/she shall post/remove General Meeting signs at the north and south end of West End Drive subdivision entrances. He/she shall contribute articles to the newsletter, attend all Executive Board meetings and General Membership meetings.
2nd Vice President
The 2nd Vice President shall assist both the President, Vice President, and all other Directors and Committee Chair Persons as needed.
Treasurer
The Treasurer shall be the custodian of all monies collected for and by the association. He/she shall disburse the funds at the direction of the Executive Board and the President. He/she shall keep accurate and detailed financial records and submit an up to date report of receipts and disbursements at each Executive Board meeting and each General Meeting. The Treasurer shall propose an annual budget to the Executive Board for approval at the October meeting. A written report from the accountant shall be submitted to the Executive Board each December and prior to a change in officers. It shall be required that both the signature of the President or First Vice President and the signature of the Treasurer appear on all disbursements of the association. He/she shall attend all Executive Board meetings and General Membership meetings.
Secretary
The Secretary shall take minutes at all regular, Executive Board, Executive Committee and Special Meetings of the association and present a copy to the President at the next scheduled meeting. He/she will ensure all recorded records are signed by the President and maintained/filed at the WEMCA office. He/she will be responsible to provide these documents when requested by the board. He/she shall handle all correspondence for and on behalf of the association. The Secretary shall serve as Registered Agent for the corporation to receive official mail and legal papers. His/her duty is to pass official notices, services, and legal papers on to the officers/directors of the corporation. As Registered Agent, he/she assumes no liability for the debts or actions of the corporation. He/she shall be responsible for the newsletter to be published every other month starting in January. He/she will provide a copy to the President prior to posting online/distribution. The Secretary shall keep a record of all board members.
Building & Grounds Committee Chair
The Building and Grounds Chairperson shall be the caretaker of our property. Any, and all real property owned by the association falls under the stewardship of the Building and Grounds Committee. The committee’s stewardship is to focus on the upkeep and maintenance of our structures and property. The Building and Grounds Chairperson shall propose and maintain a plan of prevention and maintenance for upkeep on all building and grounds owned, leased, or given for the association’s use. Such rules will be approved by the Executive Committee. He/she will be responsible for the routine maintenance of the building such as light bulbs, filters and small repairs that are within his/her capabilities/skills. He/she will procure funds from the Executive Board to secure license contractors to affix repairs when the scope of said repairs exceeds his/her abilities. He/she shall attend all Executive Board meetings and General Membership meetings and provide a monthly report.
Membership Committee Chair
The Membership Chairperson is responsible for coordinating a committee of WEMCA members to promote membership to WEMCA and collect dues from WEMCA members. He/she will maintain and update the WEMCA Membership List, as well as communicate to members when their membership expires. He/she will be responsible for coordinating an annual membership drive in order to increase membership of WEMCA and provide an opportunity for current members to pay their dues for the following year. The Membership Chairperson will work with the Secretary, Social and Events Chairperson, and Social Media and Website Chairperson to ensure that information from the Executive Board is distributed to WEMCA members. He/she shall attend all Executive Board meetings and General Membership meetings and provide a monthly report.
Social Media & Website (IT) Committee Chair
The Social and Events Chairperson is responsible for working with the Social and Events Committee to develop and coordinate activities and recreational events for WEMCA members and the community in order to promote WEMCA’s mission. An activities calendar will be created by the committee and posted on the WEMCA website following Executive Board approval. All activities and events, as well as proposed budgets for expenses, will be presented to the Executive Board and voted on for approval. The Social and Events Chairperson will work with the Secretary, Membership Chairperson, and Social Media and Website Chairperson to ensure that information about activities and events are advertised and distributed to WEMCA members and the community. He/she shall attend all Executive Board meetings and General Membership meetings and provide a monthly report.
Rental Liaison
The Rental Liaison is responsible for scheduling all event rentals, giving tours of the building and grounds to prospective renters, collecting payments and contract signatures from renters, coordinating opening/closing of the building and grounds for scheduled rental events, and coordinating post event cleanup with the cleaning company to be determined by the WEMCA Board.
Member At Large
The Member At Large will assist the Board in a general capacity and will be assigned o take on tasks as the board’s strategy evolves or urgent matters become apparent. A Member At Large Director can join committees or serve as a committee chair.
Neighborhood Safety Committee Chair
The Neighborhood Safety Chairperson is responsible for assembling and coordinating a group of WEMCA members to serve as community safety members through Neighborhood Watch, Dog Walker Watch, or another similar organization. He/she will work with the committee to increase the awareness of crime and safety concerns in the community, and work as a liaison between the local police department and WEMCA. He/she will also be the point of contact for WEMCA members who have safety concerns regarding the neighborhood and will help address these concerns through the local police department, Executive Board, Henrico County, and others, as needed. The Neighborhood Safety Chairperson will work with the Secretary, Membership Chairperson, and Social Media and Website Chairperson to ensure that related information is distributed to WEMCA members and the community. He/she shall attend all Executive Board meetings and General Membership meetings and provide a monthly report.

Topper Phelps
In Memory of WEMCA President Thomas “Topper” Phelps
1945-2022
Thomas “Topper” Phelps, of Richmond, VA, passed away peacefully in his home on April 10, 2022
Topper served as President of the West End Manor Civic Association for almost a year before having to step aside when his health began to decline. Even though he was unable to actively participate in the association, he was very interested in the continued upgrades being made at the West End Manor Community Center.
The Board would like to convey our appreciation for all that he has done for the West End Manor Civic Association. He will be missed by all.
